  • Guide to Navigating CMS Quality Initiatives and Avoiding Penalties for CY 2016
This guide provides information on the Physician Quality Reporting System PQRS), Value-Based Payment Modifier (VM), and Physician Compare. Reporting requirements and PQRS measures most applicable to spine care for reporting year 2016 are also included. Under the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA), several Medicare quality reporting programs will be consolidated into one new system called the Merit-Based Incentive Payment System (MIPS), which will begin in 2019. Penalties associated with current CMS quality reporting programs, including PQRS and the Value-Modifier, will sunset in 2018, before MIPS begins. Successful reporting of current CMS quality reporting programs is still required, however, in order to avoid downward payment adjustments currently associated with these programs for unsuccessful reporting. NASS will continue to monitor rule-making for MIPS implementation and provide updates to membership via the NASS website, newsletters and SpineLine.
